Pokemon not evolving?

That's because Marill is a Johto Pokemon. You cannot get any Pokemon from other regions without the National Dex first. And Pokemon of different regions or Pokemon that evolve into Pokemon of a different region (ex. Golbat into Crobat) won't evolve. So you're pretty much doomed unless you play legitamitly.
