How to format a laptop?

Ok so I have a HP compaq 6910p laptop, It has windows vista buisness. And it wont go to the welcome screen because it says windows fail to start. It has a CD rom drive. BUT i do not have a vista business CD. ONLY a operating system already installed on your computer reinstallion Microsoft windows XP service pack 2 CD. How do i format the laptop then run that CD.
