Will I be able to get a tattoo?

I want to get a tattoo, but my dad wont give me permission. He has custody of me but I live at my grandmas. She is not my legal guardian. If I go to the tattoo parlor with my grandmother who has the same last name as me and we both say she is my legal guardian, would I be able to get it done? I am 16
