Ok. I have a CD ROM drive on my dell latitude d600 laptop with a Generic DVD-ROM SCSI CD-ROM device.?

I went to properties on the DVD-ROM icon and clicked on the DVD region I wanted. (United States, region 1) It said; 'Unable to update region setting. Please make sure the device contains a region 1 media and you have administration privilege.' Please help? I did troubleshoot but it didn't help. Anything would be nice.
