It's all to do with the context. So if someone asked 'how was it?' 'Quite good' would just mean 'fairly good' or 'alright', it's just somewhat good. Or it could be used as 'quite amazing', which would mean 'really amazing' or wholly amazing. It is quite difficult to understand but the meaning really depends on what you're describing.
